AKWA IBOM STATE CONCLUDES2025 CAPITAL ESTIMATE BILATERAL DISCUSSION

The 2025 Capital Estimate Bilateral Discussions in Akwa Ibom State has been successfully concluded, marking a significant step in the State’s efforts to align its budgetary allocations with the ARISE Agenda of Governor Umo Eno. The discussions, which spanned several days, at the Ministry of Economic Development brought together various Ministries, Departments, and Agencies (MDAs) to present and justify their budget proposals for the upcoming fiscal year.

During the final session today, August 26, 2024, the Honourable Commissioner for Economic Development and Chairman of the Bilateral Discussion Committee, Mr. Emem Bob commended MDAs for their active participation and detailed presentations. He emphasized the critical importance of the bilateral discussions in ensuring that the resources of the State are allocated efficiently, and in a manner that directly benefits the citizens.

The Economic Boss expressed appreciation to His Excellency, Pastor Umo Eno, for approving the 2025 Capital Estimate Bilateral Discussions. He acknowledged the Governor’s unwavering commitment towards a meticulous budgetary process with a focus on the ARISE Agenda, which aims to drive sustainable development, and improve the living standard of the people. Mr. Bob emphasized that the Governor’s proactive approach to governance, and his focus on inclusive development have set a strong foundation for the progress and rapid development of the State.

In addition, Mr. Bob extended his gratitude to the Bilateral Discussion Committee for their efforts, and dedication throughout the discussions. He commended the members of the committee for their thorough analysis, constructive engagement with the various MDAs, and their commitment to ensuring that the budget proposals were in line with the strategic priorities of the State. Mr. Bob noted that the success of the discussions was a testament to the collective expertise and hard work of the committee, which will ultimately contribute to the realization of the Governor’s vision for a prosperous and industralized State.

In his closing remarks, the Commissioner reiterated the need for all MDAs to align their programmes and projects with the ARISE Agenda of Governor Umo Eno. He tasked them to ensure that their proposals are not only ambitious, but also realistic and sustainable, reflecting the Governor’s vision for accelerated development, resourcefulness, inclusivity, sustainability, and empowerment across all sectors of the State’s economy.

“The ARISE Agenda is a roadmap to transforming Akwa Ibom into a hub of economic activity, social harmony, and infrastructural development. As we finalize our capital estimates, it is crucial that every project and initiative proposed by the MDAs contributes directly to this vision. Our goal is to ensure that the 2025 budget delivers tangible benefits to our people, fostering growth and improving the quality of life in Akwa Ibom State,” the Commissioner stated.

He also highlighted the essence of the bilateral discussions, noting that they are not merely a routine exercise but a vital process that ensures transparency, accountability, and strategic planning in the management of the State’s resources. “These discussions allow us to critically assess the needs of our people and prioritize projects that will have the most significant impact on their lives. This is how to build a state economy that is resilient, robust, and responsive to the needs of our citizens,” he added.

Bob further urged all MDAs to maintain the momentum as they move towards the implementation phase, ensuring that the budgetary goals are met with precision and dedication.

The MDAs that made presentations include:

  1. Office of the Secretary to the State Government
  2. Ministry of Health
  3. Ministry of Agriculture and Rural Development
  4. Akwa Ibom State Primary Healthcare Development Agency
  5. Akwa Ibom State Judiciary Service Commission

With the conclusion of the bilateral discussions, the State is now set to finalize its 2025 budget, which will soon be presented to the State House of Assembly for approval. The 2025 budget is expected to reflect the State’s commitment to the ARISE Agenda and its overarching goal of fostering sustainable development for the benefit of all citizens.
